Affordable Housing
Heyer, Gruel & Associates has extensive experience in
affordable housing and housing related issues. Our firm has
prepared over 40 Housing Elements and Fair Share Plans for a
wide variety of communities. These plans have addressed
affordable housing obligations ranging from less than 10
units to over 1,000 units.
We have represented municipalities in COAH mediation and
helped defend municipalities in affordable housing
litigation.
In preparing Housing Elements and Fair Share
Plans, Heyer, Gruel & Associates works
with the municipality to tailor a plan that
addresses the community's needs, while addressing
COAH's requirements. We recognize that in
order to satisfy the requirements of COAH,
as well as the needs and concerns of the
community, creativity and thoroughness are
critical. Creative options are explored.
We have experience with virtually every technique available
under COAH rules. These include local rehabilitation
programs, regional contribution agreements, credits without
controls, municipally sponsored housing, group homes,
scattered site single family housing, senior housing,
write-down, buy-down programs, accessory apartments,
development fee ordinances and other creative techniques.
Combined with our Urban Design experience,
HGA is also able to develop concept plans
for housing authorities.
